World football federation constitution

ARTICLE I. - Powers of the Commissioner (Executive Order 2005-A)Section A: The Commissioner of the WFF is elected by the Owners of the World Football Federation by majority vote. The Owners also possess the ability to remove the Commissioner from office if they think he is not acting in the best interest of the WFF. There is no set length of term for the office.
Section B:The basic duty of the office is to uphold the Constitution and manage the business affairs of the WFF. If the Commissioner finds clubs in violation of rules, he may suspend or fine individuals, ban an individual from the WFF, settle disputes, void transactions, award or deprive draft picks from a team.
Section C:The Commissioner has the power to rule on all aspects of the World Football Federation. The Commissioner has the power to rule on all aspects of the WFF. The Commissioner has the authority to investigate and to take appropriate disiplinary or corrective measures if any team, non participant interference or emergeny occurs in a WFF game which he deems so unfair outside the accepted tactics encountered in fantasy football that such action has a major effect on the result of the game.
Section D:Penalties for unfair acts. In all cases, the Commissioner will conduct a full investigation, including the opportunity her hearings and any other procedures he deems appropriate. The decisions of the Commissioner shall be final and irreversible once a Championship season begins. The Commissioner may make any necessary changes to the game /rules as the season progresses. Any changes will be properly noted on the official webpage of the World Football Federation.
Amendment 2005-F3: STANDING RULES(Amends Article I. Powers of the Commissioner)A rule can not be eliminated once a season begins. New rules and or amendments to the Constitution may be proposed by Owners but not voted on until a Championship Season Ends.
Executive Order 2025-S: OFFICIAL SCORER(Amends 2018-A / 2005-R / Amendment 2011-A).ESPN.com is the official scorer of the World Football Federation. Random.org will be used for Free Agent Zone and Window lottery picks.
Executive Order 2025-E: ELECTORS(Amends 2022-A1 / 2018-A / 2003-A / 1996-W / 1992-A) Passage of a rule or change to the Constitution must get the approval of seven of thirteen electors. Twelve Owners and the Commissioner make up the electorate.
ARTICLE II. - CHAMPIONSHIP SCHEDULEAmendment 2022-A2. The teams participating in the WFF will play a 14 game regular season schedule.
Executive Order 22 - FORMATION OF CONFERENCE PLAY(Amends 2022-A3 / Amend Executive Order 90-A)The WFF is divided into three separate but equal Conferences. The Bernard McClorey, William McLaughlin and Victor Venegas.
Amendment 2022-A4 REGULAR SEASON SCHEDULE(Amends Executive Order 2018E / 2007-B /1998-A / 1996-x)Each team will play Conference opponents twice and non-conference teams once.
ARTICLE III. - TEAM LINE UPS & SCORING
Executive Order 2008-A: STARTING LINE UPS(Amends 1996-Z / 1994-C / Repeals Amendment 1993-C Linebacker position eligivility).Seven players and two NFL units make up a Game Day line up. A Quarterback, One or two runningbacks, three or four receivers. A kicker. A NFL Defensive Unit and an NFL Special teams Unit. The Defense/Special Teams units must be from the same NFL Team.
Amendment 2000-C: Back Up Quarterback(Amends 1993-A)Teams may replace the starting quarterback with a Back-up. The Back Up QB is eligible to score points only in the quarter(s) in which the starting quarterback does not participate. If the starting quarterback returns to play, all points scored by the Back Up in that quarter will not count. The Back Up may not replace a starter whose NFL Team is not playing.
Amendment 1989-A: OVERTIME PLAYERImplementation of a single tie breaking player. If a game ends in a tie, the overtime player points come into play to determine a winner. If the overtime players do not produce a winner, the game ends in a tie. The overtime player can not occupy another Game Day position.
Amendment 2022-F: DEADLINE FOR SUBMITTING LINE UPS(Amends 1999-B / Executive Order 98-B): Teams must submit their starting line ups by the top or bottom of the hour closest to kickoff. If no line up changes are made, the line up submitted the previous week will stand. Any line up submission made after the deadline will not be accepted. There are no exceptions.
Executive Order 2008-B: ROSTERS(Amends 97-C/ 1992-B:) No more than 22 players may be on a team at any time during the regular season. Only NFL Roster players may be on a team at any time during the regular season. Only NFL Roster Players may be drafted or acquired during free agency. The rule is conditional. See Executive Order 90-C.
Executive Order 2008-C: OFF SEASON ROSTERS(Amends Executive Order 2001-A) From the Tuesday following World Bowl Monday until the designated Draft Roster Reduction Date, team rosters may exceed the 22 player limit IF players are acquired via a trade. If a trade involving players and or draft picks is made after the Roster Reduction Date, the number of draft picks for the involved teams may be more or less than ten. A Team may release players to reduce its roster to 12 players only before the Draft begins.
Executive Order 2008-D: WFF DRAFTEach team may draft at least ten players (Conditional - see Executive Order 2008-C). Teams must have no more than 22 players on their roster by 11:59 pm (ET) on the Monday before the first Free Agent Zone deadline (Wednesday).
Amendment 2022-H: DRAFT PROTECTION LIST(Amends Executive Order 97-D / 1991-A:)Each team may protect no more than 12 players and submit those names to the Commissioners Office at an announced date and time prior to the WFF Draft.
Amendment 1990- C: GENERAL DRAFT ORDERThe team with the worst record selects first. The World Bowl Champion selects last. Total Points recorded at the end of the regular season are used to slot teams with the same record. 
Executive Order 90-C: WAYMER AMENDMENT(Executive Order 121220) Adding the word Covid to the Rule.Allows a team to replace an injured (listed as out or doubtful / questionable / covid ) or non participating player due to NFL schedule from the NFL Free Agent Pool only after the Trade & Transaction Deadline. The injured or non-participating player remains on the WFF Team Roster. The Free Agent Waymer Amendment player must be released immediately following the game. Teams may not acquire a Waymer Amendment Free Agent player if able-bodies are available on the roster at the position in question.

Amendment 2007-E: DEFENSE & SPECIAL TEAMS(Amends 2005-F3 Defense)Teams may carry no more than two NFL Defensive/Special Teams units on its roster. Teams must start a single NFL Defenive/Specials Teams unit. A Unit or Special Teams unit may not be used as an overtime player. An NFL Defensive Unit and Special Teams Unit is considered a single player when determining a roster position.

Amendment 2026-B: KICKING POINTS(Amends 2022-B/1998-B / 1992-J)Point After Attempt - Good = 1 PointField Goal (0-49 yards) = 3 PointsField Goal (50-59 yards) = 4 PointsField Goal (60 yards) = 5 PointsField Goal (60+ = A Point is added per yard past 60 yards)
Amendment 2022-D: POST TOUCHDOWN CONVERSION(Amends 1995-H) A successful post touchdown conversion made from scrimmage (non-kicking) is worth two points.
Amendment 1992-G: POST SEASON TIE BREAKERIn the Event the overtime players do not determine a winning score; positions will be listed by the Coach when the line ups are turned in. The eight positions will be written down and inserted into the Sparty Helmet. A position will be selected from a drawing from the helmet. The team who totals more points is awarded a single point and the victory. The process will continue until a team wins. If no winner is determined due to eight position ties; the Commissioner will conduct a tie breaking game using the results from the regular season in a special player drawing for points using a regular season week not more than one time.
ARTICLE IV. TRADE & TRANSACTIONSTrades may take place between teams for players and or draft picks. Trades are no official until and Owner informs the Commissioners Office.
Executive Order 91-A: FREE AGENT TRANSACTIONSTransactions involving NFL Roster Players may take place between 9am (ET) Monday through 11:59 pm (ET) Saturday. NFL Roster Players are available on a "first call -text-email-first acquire" basis from Wednesday at 9:01 pm (ET) through 11:59 pm (ET) on Saturday. A Free Agent Zone opens Tuesday morning and closes on Wednesday at 9:00 pm (ET). This rule is conditional. See Executive Order 02-A. Random.org will be used to determine Free Agent Lottery Winners.
Amendment 2025-A: JUDKINS CLAUSEA newly signed player who joins an NFL Team between 9:01 pm (ET) Wednesday through 11:59 pm (ET) Saturday is not eligible to be acquired until the following Free Agent Zone opens. (9:00 am ET Monday).
Executive Order 02-A: FREE AGENT WINDOWNSA time when Owners may request a free agent acquisition who was released from a team during the Free Agent Zone or Free Agent Zone Window. Deadline is 3:00 pm (ET). If more than one team wants a released player, the Commissioner will conduct a special lottery the following day to determine which team gets the player. The lotter will take place sometime Wednesday-Saturday Night. If a player is released on Friday; he is eligable to be acquired after 3 pm (ET) Saturday. If a transaction takes place after 9 pm (ET) on Saturday, the released player(s) may not be acquired until the following Free Agent Zone. Results of the Free Agent Zone Window Lottery will be posted on the WFF website.
Executive Order 97-E: PRE SEASON FREE AGENT ZONEThere are no "first call-text-email-first acquire" opportunities for free agent players until the Thursday before the first scheduled NFL game of the season. A Pre Season Free Agent Zone runs from 9:01 pm (ET) Wednesday until 9:00 pm (ET) the following Wednesday (ET).
Amendment 2026-C: TRADE & TRANSACTION DEADLINE(Amends Executive Order 90-B / Executive Order 2022-A)No Free Agent roster transactions are allowed after 11:59 pm (ET) Saturday prior to Championship Week - 14. Players scheduled for Thursday or Saturday games must have their roster spot determined by the Line Up deadline. Trades are allowed but the players involved in a post deadline trade will not be eligible to play the remainder of the season or post season. Free Agent transactions can not resume until the next WFF Draft date passes.
Executive Order 2025-P: REPLAY RULE(Reinstates Executive Order 2020-A)(Amends Executive Order 2009-A / Executive Order 2005-B)Teams have until Noon (ET) on Wednesday to petition the Commissioner regarding a scoring or ruling protest. The Commissioner will review the protest and make a ruling. All scores are official at Noon (ET) on Thursday. The Commissioner must keep all phone-text and email messaages regarding free agent transactions and line up information until the Replay Rule Deadline passes.
ARTICLE V. - WORLD BOWL(Amendment 2022-G) World Bowl Playoffs(Amends 2022-A5 / 1996-Y / 1990-X)Three Conference Champions qualify for post season play. The two top Champions get a bye (week-15) and advance to the WFF Semi Finals. The third Champion and three Wild Card Teams will be seeded by best record and play week-15. The World Bowl Semi Finals are played week-16 with the top seeded Champion picking their opponent before Noon (ET) on Wednesday.

Executive Order 91-C: TIM McCLOREY AMENDMENTThe Owners of the World Football Federation shall convene on World Bowl Monday to celebrate the completion of the season. The defending World Bowl Champion will have the World Bowl in his possession. The Official World Bowl victory ceremony shall take place that evening. The defending World Bowl Champ picks the gathering place.
Executive Order 00-A: WORLD BOWL ENGRAVING(Repeals Executive Order 98-A: World Bowl Dues)It is the responsibility of the WFF Champion to have their World Bowl plate engraved at their cost.
